i am using yahoo site builder 2.6 and by default it is 760 width and 3000 height. when i do preview it has bars on the side but not in the site builder.

One thing you need to factor in is that not everyone uses resolutions of 1024×768 or higher. There are still some computer users out there that use 800×600. The link posted about keeping a resolution of 776×424px is usually a safe bet as it will cater to most all browsers and visitors.
The last thing you want a visitor to do is scroll sideways. It’s an inconvenience and could cost you that visitor it annoys them enough (keeping in mind the attention span of an average web user is very short so you have to win over the visitor quickly or else they’ll move on to another site).
