Either learn HTML and code it yourself or edit a template, or use a program like Dreamweaver to make something.

3dbuzz.com has a few videos for free if you sign up for a free membership which goes over using Photoshop and Golive to make a website.
You still need to pay for a host and domain…

In your case, I’d say the best bet is to start a blog. There’s no easier way to get your writing online. I would recommend Wordpress because they let you make separate pages which don’t consist of time-based posts like regular blog entries.

There are many ways you can do it. I went to school to learn how to create websites. you can use a host website for free like or you can learn HTML (which is a pain in the a**) or you can learn how to use Adobe Dreamweaver. Dreamweaver makes HTML easier. hope i helped ^_^
