For the actual programming I would try Dreamweaver or Frontpage. Both are great programs to use. You can find a trial of dreamweaver here:

Yahoo lets you build a web page but in an already-made template form. If you are selling goods or services and need a website fast, I’d go down this route. I do graphics and have done webpages so I purchase my own graphics or make my own. Don’t get too fancy with the graphics unless you know how to design a page that will attract the viewer and keep him there.

That Pdf helped me learn CSS very easily, So I hope it helps you a lot.

here is a nice site for you to learn HTML the most basic of the Web Designers Languages:

you can build a site in Notepad

or

a free HTML Editor like:
HateML Pro (free) -
Pagebreeze (free) -

then all you need is a graphics program (free) like:
GIMP -

have fun designing
